VOLGA, Iowa - In its 155 years, the small Clayton County town of Volga has seen its ups and downs, but in 1999, the community received the worst setback of its existence.

On May 17, the normally docile Volga River became a raging monster that devastated much of the town. Many homes and businesses were severely damaged or destroyed as swirl-ing flood waters unexpectedly rushed into the town. Luckily, no one was killed, but the town had received what many thought was a mortal blow.
