DES MOINES (AP) - Iowa Gov. Tom Vilsack released his budget plan in a series of briefings with lawmakers and state officials at the Iowa Capitol before heading to a public town hall meeting in suburban Waukee. The tab comes to $4.958 billion, plus whatever salary increases are bargained by state workers.

His plan, particularly his proposed cigarette tax increase, got a chilly reception from legislative Republicans.
