WATERLOO (AP) - Gov. Tom Vilsack told labor leaders Wednesday that the nation is adrift and lacks a coherent approach to increased foreign competition that has drained millions of jobs from the country and threatens more harm.

"There is no national industrial policy, and that's a shame," Vilsack said in his speech to the annual convention of the Iowa Federation of Labor.
