Last year, it seemed business was booming and life was good at Vessel Systems Inc.

The Dubuque-based manufacturer moved into a new state-of the-art factory - thanks in part to state and local incentives - finally free from the space constraints of its antiquated Seventh Street factory that had stunted its growth. In its new Dubuque Industrial Center West complex, Vessel's production numbers and work force ranks were rising, according to economic development officials.
