Last year, it seemed business was booming and life was good at Vessel Systems Inc.
The Dubuque-based manufacturer moved into a new state-of the-art factory - thanks in part to state and local incentives - finally free from the space constraints of its antiquated Seventh Street factory that had stunted its growth.
