SPRINGFIELD - About 1,000 nonviolent offenders will be released early from Illinois prisons to ease overcrowding amid a budget crisis as part of what Gov. Pat Quinn said Friday will be a "smarter, tougher" correctional system.

Unlocking cells for "low-level" criminals is one piece of a two- pronged criminal justice reform that will cost $4 million, officials said.
