DES MOINES (AP) - A private auditor who gave a troubled job training agency a clean bill of health said Wednesday that he was aware of high salaries paid to top executives of the agency, but he said they had been approved by a volunteer board made of up elected officials.

"We noted they were receiving large compensation, and we asked about it," said Alan Kincheloe. "We noted that the compensation levels had been authorized by the board."
