Dubuque Community Schools Superintendent John Burgart hit it on the head when he described mixed emotions on getting a grant to pursue safer school routes. The city applied for the same grant last year and didn't get it. This year, after a pedestrian fatality in front of Hempstead High School, the grant came through.
"It's unfortunate it takes a tragedy like what we've experienced to trigger a response," Burgart said.See the full content of this document
