The Dubuque City Council will chart new waters when it meets at a site involved in a zoning case - the first spin-off effect of an Iowa Supreme Court decision last year involving Eagle Point Bluff.

"It's something different from what has happened in the past. It will be more common to get the entire council out to look at a rezoning location," said Mayor Roy Buol.
