MADISON, Wis. (AP) - Even as the state Senate passed a resolution to create a special committee designed to find common ground and pass a state budget, Republicans and Democrats took swipes at one another Tuesday.

Republican Senate Minority Leader Scott Fitzgerald accused Democrats of "jumping off the deep end" by proposing universal health insurance coverage funded with a 14.5 percent payroll tax increase.
