historic millwork district -- 3 phases Phase I The Caradco Complex, the Alamo Building and 10th Street will become the mixed- use center of the district. A new plaza around the Alamo Building will become the district's year-round gathering place and a showcase of sustainable techniques and technologies. Phase II Redevelopment of the Kirby, Farley Loetscher and Wilmac buildings into offices/ residential will infuse the district with a lively daytime population. Seventh Street will be a key pedestrian connection between the district, downtown and Port of Dubuque. Phase III 11th and 12th streets will become the neighborhood edge to the district, with hopes for new residential and mixed-use developments; 11th Street will become both a significant gateway to downtown and a pedestrian-friendly street.
