DES MOINES (AP) - Some Democratic lawmakers say a bill that passed the House this week limiting the governor's ability to transfer funds doesn't have a chance at becoming law.

The bill, which would strip much of the governor's authority to transfer money between agencies when the Legislature isn't in session, is simply a political tactic, Senate Minority Leader Mike Gronstal, D-Council Bluffs, said Tuesday.
