MILWAUKEE (AP) - As lawmakers increased funding for road projects over the past 15 years, they've allowed the maintenance program to wane while collecting more contributions from road builders, a newspaper reported.

That has alarmed counties because they do most of the road work for the state, Marathon County Administrator Mort McBain told the Milwaukee Journal Sentinel.
