Property owners caught in the middle of an annexation dispute between the cities of Dubuque and Asbury, Iowa, said Thursday they now are stuck waiting for a final court ruling to resolve the debate.

Dubuque County District Court Judge Lawrence Fautsch handed down a ruling April 20 that overturned a state board's decision to allow the city of Dubuque to annex more than 700 acres in Dubuque County. Asbury challenged the ruling by the state's City Development Board.
