DES MOINES - Iowa is a month away from the unwelcome first of starting the new fiscal year without a budget, and officials acknowledged Wednesday they're unsure what that means for state government services.

State Treasurer Michael Fitzgerald said there's no precedent for what will happen if Republican Gov. Terry Branstad and legislative leaders can't agree to a budget by the start of the new fiscal year July 1. And while officials said they can avoid mass layoffs, they won't specify how they can spend money without a legislatively approved budget.
