MADISON (AP) - Accused violators of the state's so-called minimum markup law are rarely fined, many complaints are never investigated and enforcement has become less of a priority in recent years, a newspaper reported.

Under the Unfair Sales Act, gasoline wholesalers and retailers must add at least 9 percent to the price consumers pay. The 1930s- era law is supposed to prevent large companies from driving smaller competitors out of business.
