Labor and management at Georgia-Pacific Corp.'s Dubuque plant this week came to terms on a long-term contract - a sign, some say, of greater stability ahead for a local work force decimated by downsizing in recent years.

A "large majority" of hourly workers voted to ratify the new four- year pact, according to Merle Duehr Jr., business representative for the United Steel Workers of America Local 1861-U, the union that represents about 100 employees at the plant.
