DES MOINES (AP) - An obscure formula in a budget bill being considered in Congress pits North against South when it comes to dividing up federal money for heating assistance.
Under the formula, Iowa would see a 3 percent increase in low- income energy help. Meanwhile, Arizona's money would soar 177 percent, according to an analysis by the Center on Budget and Policy Priorities.See the full content of this document
