DES MOINES (AP) - Republican legislative leaders said Thursday they will release budget plans early next week that include no tax increases and likely will result in state employee and teacher layoffs.

"Iowans understand we have a difficult budget situation on our hands because of declining revenues," said House Speaker Chris Rants, R-Sioux City. "We're going to do our best, and you'll see that Monday, to reflect what we believe are the priority of Iowans that is maintain our commitment to education, protecting public safety, our environment and health care."
