WASHINGTON (AP) - There is a correlation between bloodshed on television and violence in real life, and Congress can do something about the TV version without violating the First Amendment, regulators said Wednesday.

A long-awaited report from the Federal Communications Commission lays out ways the government can regulate violence on television, including cable, satellite and broadcast.
