MILWAUKEE (AP) - Heavy rain won't mean much to farmers such as Mark Rogstad in northern Wisconsin. In fact, it might hurt them even more regardless of Gov. Jim Doyle's decision to ask the federal government to declare 19 counties disaster areas because of dry conditions.

After very little rain since the winter snow melted, fields have been drenched in the past week, up to 7 inches in some places.
