The Dubuque Community School Board on Tuesday narrowly rejected the use of drug-sniffing dogs in schools following some heated public debate on the controversial issue.
The board ultimately voted 4-3 to "expressly prohibit" the dogs' use - an outcome that came as little surprise to board president Doug Horstmann, who voted to use the dogs.See the full content of this document
