SPRINGFIELD (AP) - Lawmakers spent months arguing over how to cut state spending to close a multibillion-dollar budget gap, but in the final days of negotiations, they tacked on $29 million in special grants that, so far, have largely gone to groups tied to more than $2 million in campaign donations.

Some of those groups have important politicians as members. Others are in districts where lawmakers face tough re-election bids.
