WASHINGTON - Nineteen months after it began its probe, the Sept. 11 commission is likely to conclude that American intelligence- gathering agencies are in deep disarray and badly in need of an overhaul.
The independent panel, which is writing its final report for release as early as next week, is considering a recommendation that a director of national intelligence be established to oversee disparate and far-flung spy agencies in the Pentagon and other parts of the government. Such an intelligence czar would have jurisdiction not only over the CIA but also over the intelligence-gathering functions of the Pentagon and the FBI.See the full content of this document
