Clayton County, Iowa, voters approved the building of a new jail back in November, but financial issues have put the construction on hold.

The board of supervisors opened bids on April 13 but the bids were higher than expected, said Neil Meyer, board chairman. The county's construction manager is now in the process of getting costs down.
