COUNCIL BLUFFS (AP) - While the opening of the Isle of Capri casino in Waterloo might have suffered months-long-delay, officials are promising a bigger and better casino than originally planned when it opens in July.
Isle of Capri President Tim Hinkley appeared at an Iowa Racing and Gaming Commission meeting Thursday to explain the hold-up, saying its been due to inclement weather and a design overhaul that will mean more amenities for gamblers.
