Jochum's law A prospective cable or video provider has to meet all of the following conditions before the Iowa Utilities Board can issue a statewide cable franchise: - Complete an application for a statewide franchise and notify the Iowa Utilities Board by certified mail. - Notify the city or cities. - Notify the Federal Communications Commission. - Describe the area to be served. - Document that sufficient managerial, technical and financial capabilities exist to provide service in the proposed service area. - Provide copies of advertisements announcing intent to serve an area. - Provide a schedule of dates when the competitor plans to begin providing service.

Iowa Gov. Chet Culver's signature won't mend Dubuque's severed cable franchise agreement with Mediacom, but the city and the cable provider are pondering the next phase of their relationship.
