A home at 409 Burch St. in Dubuque has been an eyesore in an otherwise beautiful downtown neighborhood for nearly a decade, according to neighbors and city officials.
Because of a new state ordinance, the city can acquire the title to the property if the Dubuque County District Court rules in its favor. The city has to file a petition to the court, and a hearing takes place no sooner than 60 days after the submission.
