DES MOINES (AP) - A state audit says Iowa State University paid nearly $403,000 for thousands of hours on construction work that wasn't done, a report said Tuesday.

The billings were for various construction projects between Feb. 3, 2003, and Aug. 31, 2005, the audit said, including 15,702 hours of work that wasn't done, state Auditor David Vaudt said.
