MADISON (AP) - State employees rang up $2.9 million in cell phone charges last year under agency policies that were limited and inconsistent regarding personal use, according to an audit released Friday.

The Legislative Audit Bureau report also examined bills for September and found one state employee racked up $1,456 in charges for the month.
