Early in 2011, Dubuque's sewage treatment plant, which was called the Water Pollution Control Plant, had its name changed to the Water Resource and Recovery Center. The City Council approved the change by a vote of 5-1, with only David Resnick opposed.
Why it was not called the sewage treatment plant in the first place - a simple, direct term everybody understands - I don't know, but moving from one ambiguous title to another is part of a long- term trend to sanitize everything, not just sewage.See the full content of this document
