John P. Tomkins, 45, of Dubuque, is scheduled to appear in federal court in Chicago for a "change of plea" hearing. Tomkins was indicted in April 2009 on 13 counts: two counts of possession of an unregistered destructive device, one count of using the device while committing a violent crime and 10 counts of mailing a threatening communication with intent to commit extortion.
