The accused "Bishop" bomber will appear in court today and might change his plea of not guilty.

John P. Tomkins, 45, of Dubuque, is scheduled to appear in federal court in Chicago for a "change of plea" hearing. Tomkins was indicted in April 2009 on 13 counts: two counts of possession of an unregistered destructive device, one count of using the device while committing a violent crime and 10 counts of mailing a threatening communication with intent to commit extortion. He pleaded not guilty.
